This report presents the Final (for the period May 2019 until March 2021) evaluation findings and provides some useful conclusions about the lessons learnt.

The main objective of the evaluation was to assess the extent to which the objectives and results of the project have been met at the end of the evaluation period, identify the lessons learnt, and draw useful conclusions for those involved in the project so as to understand what could have been done better and more efficiently.

The focus was to review the completed deliverables and the activities undertaken by the project partnership and evaluate them against the project aims and objectives as well as against a set of key evaluation criteria described in the next section. The evaluation takes a qualitative, self-assessed view of the performance of the project partners in achieving the aims and objectives of the project, including assessment of the overall management, monitoring, dissemination activities along with the produced intellectual outcomes. An additional purpose of the evaluation report is to hereby highlight the achievement of the project objectives in terms of the quality, the efficiency, the effectiveness, the potential impact and the sustainability prospect of the partnership itself, the implemented actions and the produced outcomes and results derived from the project implementation.

The monitoring, reporting and evaluating process included gathering information on the performance of the project activities throughout their implementation and on their results at output and direct outcome levels through monitoring and reporting on implementation as well as more in-depth assessment of implementation issues. It also involved in-depth assessment of both results at outcome and impact levels, and of sustainability of the projects and programmes.

Special attention was placed both to the management perspective – the extent to which the administration, communication, collaboration and other aspects (such as, for example, compliance with deadlines) were efficient and effective – and to the development perspective – the extent to which the different activities were successful in achieving the objectives, with special emphasis on the impact they achieve and the use of the outcomes.
